FBA Customs Clearance: When preparing children's products or toys for the peak season, you need to

      After the double festival, the peak season of the e-commerce industry will be ushered in immediately. Many sellers and friends have entered the intense stocking stage before the festival, and are fully prepared to complete the sprint in the second half of the year. According to the data from previous years, festivals are a good time to sell toys, and many consumers will buy toys for their children as gifts. At such an important moment, if the product is confiscated or returned by the customs because the product does not meet the customs clearance requirements, it is really heartbreaking, veterans.

     For this reason, we deliberately share with you the customs clearance requirements for children's products or toys imported to the United States before the festival.

     First of all, we must first get to know an important consumer protection agency in the United States - CPSC, CPSC is the abbreviation of Consumer Product Safety Committee, that is, the Consumer Product Safety Association. In fact, CPSC has a wide jurisdiction, with as many as 15,000 kinds of consumer products used in household, sports, entertainment and schools. However, in actual customs clearance, most of the children's products or toys that are sampled by CPSC during customs clearance are children's products or toys.

    Combined with previous actual cases, we have summarized the following 4 points for you regarding the review requirements of customs and CPSC when children's products or toys are imported into the United States.

1. Children's products (for children aged 12 and under) imported into the United States must meet the children's product certification standards and be accompanied by a certificate (CPC) for entry. (In actual operation, the test report and children's product certificate will be provided at the time of customs clearance)

---Children's product certification must be performed based on a third-party testing laboratory accredited by CPSC. (Especially stricter testing standards for products or toys aimed at children under 3 years old)

---The certificate must enter the United States with each item and provide it to the retailer or distributor. (Products sold on e-commerce platforms can display certificates on the sales platform to prove that their products meet the children's product certification standards).

2. All children's toys manufactured on or after April 30, 2017 must pass the test of ASTM F963-16 and certification (provide test report).

ASTM F 963-16 "Standard Consumer Safety Specifications for Toy Safety" is a very comprehensive standard that addresses many of the hazards that have been identified for toys.

3. Children's products designed or mainly used for children under 12 years old must have a distinctive permanent mark (commonly referred to as as "Traceability Label").

Requirements are as follows:

• Affixed to the product and its packaging

• Labels must contain certain basic information, including:

1 Manufacturer or private labeler name;

2 the place and date of manufacture of the product;

3 details about the manufacturing process, such as batch or run numbers or other identifying characteristics; 

4 Any other information to facilitate the identification of the specific origin of the product.

4. If the product is used by children over 3 years old, but contains small parts, a warning must be affixed label (below).


If the small part is from a toy or product intended for children under 3 years of age, the toy or product is prohibited because the small part poses a choking risk.
